Kathy Collins has had a long career in the non-profit sector, working as a financial expert in both higher education and government. In September 2022, Kathy retired after 17 years as Vice President of Finance at Rice University, where her responsibilities included budget, controller’s office, internal audit, compliance and enterprise risk management, and institutional research. She was the Budget Director at Rice from 1995-2005. Kathy spent her early career with the Illinois Bureau of the Budget and with the federal government as a budget analyst with the Office of Management & Budget, Executive Office of The President and then as Budget Director at the US Department of Transportation. She received a B.A. from Mount Holyoke College and a Master’s Degree in City Planning from Harvard University.
Kathy recently completed two terms as a trustee at Mount Holyoke College (2013-2023), where she was most recently Vice Chair of the Board, Chair of the Finance Committee and member of the Audit, Governance and Development Committees and the DEI Task Force. She is currently on the Board of Directors of Girls on the Run, Greater Houston and a member of the Lutheran Immigration and Refugee Service President’s Council. Kathy will soon be joining the Board of Regents of Texas Lutheran University.
Kathy volunteers in Houston with the Christian Community Service Center’s JobNet to help job-hunters with resumes and interview skills, and with United Way Greater Houston’s financial oversight group to review the financial health and governance of United Way partner agencies.
Kathy and her husband Bill Mintz live in Houston, Texas.
